Oberon Renewable Energy Project

IP Oberon, LLC, a subsidiary of Intersect Power, LLC, proposes to construct, operate, maintain, and decommission a 500 megawatt (MW) solar photovoltaic (PV) electricity generating station, battery energy storage facility, electrical substation, generation-tie (gen-tie) transmission line, and associated access roads on approximately 5,000 acres of land managed by the U.S. Bureau of Land Management (BLM) in Riverside County, California. The Oberon Renewable Energy Project would interconnect to Southern California Edison’s 500 kV Red Bluff Substation via one new 0.5-mile 500 kV gen-tie line. Construction is estimated to start in early 2022 and be completed by the end of 2023.

BLM will be the lead agency under the National Environmental Policy Act (NEPA), 42 U.S.C. section 4321 et seq.  Due to submittal of a Wastewater Discharge Requirements (WDRs) application package, this project is also under the jurisdiction of the Colorado River Basin Regional Water Quality Control Board (Regional Water Board), who is the lead agency responsible for environmental review of the project in compliance with the California Environmental Quality Act (CEQA), Public Resources Code section 21000 et seq.

Environmental Impact Report Preparation

Notice of Preparation (NOP). The Regional Water Board released a Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the proposed Oberon Renewable Energy Project on March 18, 2021. The NOP provides a description of the proposed Project and potential environmental issues, as well as a schedule of the Regional Water Board’s proposed scoping process. The 30-day CEQA scoping period ended on April 19, 2021.

Scoping Meeting. In order for the public and regulatory agencies to have an opportunity to learn about the project and ask questions on the scope of the EIR, the Regional Water Board held a combined CEQA and NEPA scoping meeting in conjunction with BLM on April 13, 2021.  Information presented at the meeting is available here.

Draft Environmental Impact Report. The Regional Water Board released a Draft EIR for the Oberon Project on August 13, 2021. The 45-day public review period ended on September 27, 2021.
